The Hub was closed on 1/12/2023 to be converted into a cold emergency facility (24 places).
The facility is located near the headquarters of the Civil Protection and Local Police, on an area owned by the City of Parma. During the months it was used as a hub, people were housed in housing modules.
Within this transit center, as revealed by some of the observations and assessments conducted by CIAC, none of the migrants have had the opportunity to formalize their asylum applications, a circumstance considered extremely serious and worrisome. The lack of documentation prevents them from accessing necessary medical care and reception systems, such as CAS and SAI. In addition, this condition of migrants facilitates the phenomenon of exchange of individuals and exposes them to the risk of trafficking and labor exploitation.
Only minimum and essential services were guaranteed and social and psychological support was excluded.Sources
